3　Basic Requirements

3.0.1　The design phases may include PDP design，BED and DED.

3.0.2　The process design package shall provide a reliable technical basis for BED，and shall meet the requirements for executing BED and guiding the owner to develop the detailed operation manuals.

3.0.3　The BED shall determine technical schemes and solve engineerization issues.

3.0.4　DED shall provide various drawings required for project construction，specify the requirements for construction，installation，inspection and acceptance based on the determined technical schemes and principles.
