4.3　Process Manual

4.3.1　The process manual shall include the technical philosophy of the process and the key instructions for startup and commissioning，shutdown and operation.

4.3.2　The technical philosophy of the process shall include:

1　The physical and chemical philosophies and the features of the process.

2　The effects of related operating parameters on the process.

3　The main potential hazards in the plant during operation，and the corresponding prevention and protection measures，philosophy or methods.

4　The control methods or philosophy to minimize the pollution during normal operation，startup and commissioning，shutdown and maintenance.

5　The safety and health control indicators for flammable，explosive and toxic and harmful materials.

4.3.3　The key instructions for startup and commissioning，shutdown and operation shall include:

1　The process operation procedures and methods.

2　The startup preparation procedures，including the procedures and key instructions for vessel inspection，hydraulic test and piping inspection.

3　The procedures and key instructions for startup by units in time sequence.

4　The procedures and key instructions for shutdown by units in time sequence.

5　The methods，procedures and key instructions for emergency response to potential accidents.

6　The procedures and key instructions for catalyst loading and unloading.

7　The sampling locations，sampling frequency during normal operation，and sampling methods.

4.3.4　The process manual shall describe the inspection and maintenance methods for the proprietary equipment and facilities.
